3.                  PUBLIC HEARINGS:

 

3-A.     Variance 05-020, 712 Ashland Avenue. The applicant requests approval of a Variance to allow a 300 square foot second floor addition to an existing single-family residence, a portion of which constitutes a third story.  The proposal also includes a 160 square foot addition on the first floor.  The finished first floor level of this portion of the house is more than 3 feet above the property’s theoretical grade; therefore, the second floor addition constitutes a third story. Pursuant to SMMC Section 9.04.20.10.030(k), the applicant may request a variance to allow an additional story which would otherwise not be permitted for an existing residential structure.  [Planner: Steve Mizokami]  APPLICANT: Daren Laureano. 3-B.     Variance 05-021, 819 Centinela Avenue. The applicant requests approval of a variance to allow a modification to the required front and side yard setback requirements in conjunction with the construction of a new two-story accessory structure.  A front yard setback of 5-feet (in lieu of the required 15-feet) and sideyard setback of 5-feet (in lieu of the required 11.45-feet) are being proposed. The accessory structure consists of a three-car garage, half bath (sink & toilet), and unenclosed covered patio area below the garage. Pursuant to Ordinance No. 2160 (CCS), Section 2(1)(d), a one-story accessory building over fourteen feet in height to a maximum height of twenty-eight feet, or two-story accessory building up to a maximum height of twenty-eight feet shall be permitted if such buildings conform to the required setbacks and stepbacks for the principal building and with the development standards set forth in Santa Monica Municipal Code Section 9.04.14.110. Pursuant to SMMC Section 9.04.20.10.030(f)(1), an applicant may request a variance to allow a modification of yard setbacks on non-rectilinear parcels or rectangular parcels on which parallel property lines differ in length a minimum of five feet. The subject site is an irregularly shaped parcel with parallel property lines differing by 31-feet in length. [Planner: Grace Cho] APPLICANT/PROPERTY OWNER:   Barbara & Richard May.

 

3-C.     Variance 05-023, 1723 Sunset Avenue. The applicant requests approval of a variance for a modification to the front yard setback requirements in conjunction with the construction of a new accessory building with a two car garage and roof deck with storage cabinets. The proposed accessory building will encroach 7.5-feet into the required 10-foot front yard setback area. Pursuant to Ordinance No. 2160 (CCS), Section 2(1)(d), a one-story accessory building over 14-feet in height to a maximum height of 28-feet, or two-story accessory building up to a maximum height of 28-feet shall be permitted if such buildings conform to the required setbacks and stepbacks for the principal building and with the development standards set forth in Santa Monica Municipal Code Section 9.04.14.110. The proposed accessory building is less than 28-feet in height. Pursuant to SMMC Section 9.04.20.10.030(d)(3), an applicant may request a variance to allow for a modification to the yard setbacks on parcels with a 12.5-foot grade differential or more as measured from any point of the front parcel line to any point of the rear parcel line or between any points of opposing side parcel lines.  The difference in elevation between points on the front parcel line and the rear parcel line exceeds 12.5-feet. 3-D.     Variance 05-024, 2252-2256 Twenty-Eighth Street.  The applicant requests approval of a Variance to allow parking in the front half of the lot.  The applicant’s request is in response to a Code Compliance citation for work performed without proper permits.  The existing four unit property had three garage spaces that were converted into living space.  The applicant proposes to replace the garage spaces with four uncovered parking spaces along the north side yard. A portion of one space would be located within the front half of the lot.  Pursuant to SMMC Section 9.04.20.10.030(b), the applicant may request a modification to the location of required automobile parking spaces.  [Planner: Gina Szilak] APPLICANT: Howard Robinson.  PROPERTY OWNER: Mary Kaplan.

 

4.         ADJOURNMENT

 

ZONING ADMINISTRATOR HEARING INFORMATION


Any person wishing to address the Zoning Administrator on any of the regularly scheduled items should fill out and submit a request to speak form (“chit”), which is located at the Clerk’s desk at the front of the Council Chambers. Members of the public and the Applicant Team are permitted to speak for three (3) minutes. The Applicant is permitted one (1) minutes of response time.

 

A decision on the Zoning Administrator request(s) will not be rendered during the public hearing.  Following the public hearing, the Zoning Administrator shall prepare a written decision to approve or deny the request(s).  A copy of the written determination shall be made available to all persons that submitted a request to speak form during the public hearing or wrote a letter regarding the variance(s). All decisions of the Zoning Administrator are appealable to the Planning Commission during a fourteen (14) calendar day appeal period following the decision date.  Appeal forms are available at the City Planning Public Counter.  The appeal filing fee is $222.35.
