3.                  PUBLIC HEARINGS:

 

3-A.     USE PERMIT 06-006, 1900 Pico Boulevard. The applicant requests Use Permit approval for the addition of three roof mounted antennas and the replacement of equipment cabinets at an existing telecommunication facility located on the roof of a building on the Santa Monica College campus.  There are currently six antennas on the site and approval of the three new antennas would bring the total to nine roof mounted antennas.  The proposed project does not comply with the provisions of SMMC Section 9.04.10.06.110(a) which prohibits non-parabolic commercial antennas in residential districts. Pursuant to SMMC Section 9.04.10.06.110(b), the applicant may request a Use Permit to allow non-parabolic commercial antennas in a residential district. The subject site in zoned R2 Low Density Multiple Residential district with a Public Lands overlay. [Planner: Dennis Banks] APPLICANT:  New Cingular Wireless. 3-B.     USE PERMIT 06-007, 1119 Colorado Avenue.  The applicant requests approval to construct two new omni antennas to replace twp existing omni antennas, and two additional BTS cabinets within an existing unmanned wireless telecommunication facility on the roof of a two-story building. The two omni antennas measure seven-feet tall and will be attached to four-foot high tripod bases on the roof of the building. The two proposed telecommunication equipment cabinets will be located on an existing platform within the center of the building’s roof.  The existing mechanical equipment platform is screened with a four-foot wall.  The project does not comply with the height, location, or screening requirements of Santa Monica Municipal Code (SMMC) 9.04.10.06.110(a)(6).  Pursuant to SMMC Section 9.04.10.06.110(b) the Zoning Administrator may approve modifications to the design standards for non-parabolic commercial antennas. The request to modify the regulations and design standards requires a Use Permit application. [Planner: Ava M. 3-C.     USE PERMIT 06-008, 2800 Twenty-Eight Street.  The applicant requests approval of a Use Permit for the installation of an unmanned wireless telecommunications facility on the roof of a commercial office complex located in the Santa Monica Business Park.  The proposed equipment will occupy a 288 square-foot platform located on the roof.  One Global Positioning System (GPS) antenna is proposed within the equipment enclosure.   A total of six panel antennas will be located on the roof in four separate areas screened by a new 6-foot, 5-inch high screen wall added to the existing parapet. The proposed antennas do not comply with the requirements for non-parabolic antennas contained in Santa Monica Municipal Code (SMMC) Section 9.04.10.06.110 (a). Pursuant to SMMC Section 9.04.10.06.110 (b), the Zoning Administrator may approve modifications to the requirements for non-parabolic commercial antenna through the approval of a Use Permit application.  [Planner: Gina Szilak] APPLICANT:  Royal Street Communications.  PROPERTY OWNER: Arden Realty Limited Partnership.

 

3-D.     VARIANCE 06-002, 120 Foxtail Drive. A public hearing will be held by the Zoning Administrator to consider a request for a Variance to allow second floor parcel coverage in a single-family dwelling that exceeds the maximum allowed per Santa Monica Municipal Code (SMMC) Section 9.04.08.02.075 (a). The proposed project is an addition to an existing single-family dwelling. SMMC Section 9.04.20.10.030(d) allows for the modification of parcel coverage requirements when an irregularly shaped lot condition exists. 4.         ADJOURNMENT

 

ZONING ADMINISTRATOR HEARING INFORMATION


Any person wishing to address the Zoning Administrator on any of the regularly scheduled items should fill out and submit a request to speak form (“chit”), which is located at the Clerk’s desk at the front of the Council Chambers. Members of the public and the Applicant Team are permitted to speak for three (3) minutes. The Applicant is permitted one (1) minutes of response time.

 

A decision on the Zoning Administrator request(s) will not be rendered during the public hearing.  Following the public hearing, the Zoning Administrator shall prepare a written decision to approve or deny the request(s).  A copy of the written determination shall be made available to all persons that submitted a request to speak form during the public hearing or wrote a letter regarding the variance(s). All decisions of the Zoning Administrator are appealable to the Planning Commission during a fourteen (14) calendar day appeal period following the decision date.  Appeal forms are available at the City Planning Public Counter.  The appeal filing fee is $222.36.
