3.                  PUBLIC HEARINGS:

 

3-A.     Use Permit 08-005, 2221 Lincoln Boulevard. The applicant, Verizon Wireless, proposes to install, operate, and maintain an unmanned wireless telecommunications facility on the roof of the two-story medical office building at 2221 Lincoln Boulevard in the City of Santa Monica.  The proposed facility would include twelve panel antennas in three sectors, each sector consisting of four panel antennas embedded into the southeast and northeast parapet walls. Three sections of the mansard roof parapet will be replaced with radio-frequency transparent fiberglass composite material of the same color and texture as the existing roof parapet in order to fully screen the antennas from public view. In addition to the antennas, the applicant is proposing to install related equipment cabinets on the ground level adjacent to the alley of the medical building. The proposed antennas do not comply with the requirements for non-parabolic antennas contained in Santa Monica Municipal Code (SMMC) Section 9.04.10.06.110 (a).  Pursuant to SMMC Section 9.04.10.06.110 (b), the Zoning Administrator may approve modifications to the requirements for non-parabolic commercial antenna through the approval of a Use Permit application.  [Planner: Chris Townes] Applicant: Los Angeles SMSA d/b/a/ Verizon Wireless.  Property Owner:  Shamriz Legacy Partners LLC c/o Dr. Ben Behroozan.

 

3-B.     Variance 08-008, 711 Adelaide Place.   The applicant requests variance approvals for an addition to an existing single family residence located on a non-rectilinear, irregular shaped lot with a grade differential of more than 12.5’ to: [1] Provide a west side yard setback ranging from 6’-4” to 9”-6” for a portion of a new ground floor trellis patio (238 square feet) and ground floor addition (152 square feet) where a setback dimension of 24’-0” to 28’-0” is required. [2] Provide a west side yard setback ranging from 9’-6” to 12’-0” for a portion (600 square feet) of a new second story addition where a setback dimension of 30’-0” to 32’-0” is required.  Pursuant to SMMC Section 9.04.20.10.030(d)(2)(3) the applicant may request variances to allow the modification of the side yard setbacks on parcels that are non-rectilinear in shape or parcels with a twelve-and-one-half foot grade differential or more. 3-C.     Wall Height Modification 08-FWHM-0002, 2628 29th Street. The applicant is requesting approval of a wall height modification to construct a 12-foot high wall at the rear property line (6-foot chain link fence on top a 6-foot high retaining wall).  Pursuant to Santa Monica Municipal Code (SMMC) Section 9.04.10.02.080, fences, walls, or hedges cannot exceed the maximum height of eight-feet in the rear or side yard areas, measured from the lower grade. Ordinance Number 2236 (CCS) permits a height modification above the eight-foot limit in the rear yard area, subject to approval by the Zoning Administrator.  [Planner: Gina Szilak] Applicant / Property Owner: Dan & Nicole Kolhoff.

 

4.         ADJOURNMENT

 

ZONING ADMINISTRATOR HEARING INFORMATION

 

 

Any person wishing to address the Zoning Administrator on any of the regularly scheduled items should fill out and submit a request to speak form (“chit”), which is located at the Clerk’s desk at the front of the Council Chambers. Members of the public and the Applicant Team are permitted to speak for three (3) minutes. The Applicant is permitted one (1) minutes of response time.

 

 

 

A decision on the Zoning Administrator request(s) will not be rendered during the public hearing.  Following the public hearing, the Zoning Administrator shall prepare a written decision to approve or deny the request(s).  A copy of the written determination shall be made available to all persons that submitted a request to speak form during the public hearing or wrote a letter regarding the variance(s). All decisions of the Zoning Administrator are appealable to the Planning Commission during a fourteen (14) calendar day appeal period following the decision date.  Appeal forms are available at the City Planning Public Counter.  The appeal filing fee is $421.40.
